Not if it's perfect. The needle isn't sealing all the way. Our '47 doesn't leak but the '49 went for 7 years not leaking and recently started about a month ago.

My '47 was doing that. Had to snug the drain plug a bit.
You still want to turn off the fuel when you're not using it. If something lets go 7 gallons is enough gasoline to start a really good fire.

If I turn ours off I don't ever remember turning it off until I back about 12 feet out of the shed 3 days later and it cuts off, then I remember it

Kind of like how when I run the carb dry I never remember to kill the ignition until I try to start it with a dead battery 3 days later.
More to the point, it does sound like the needle isn't sealing right. Not uncommon at all, and like others said, it's a good idea to shut off the gas anyways.

Re: cub carb.
Hi,
If the gas drips out of the bottom of the carburetor when the Cub is sitting, the needle and seat may need replacing.
The needle and seat in the IH carburetor wear out after years of use, and don't seal anymore, then they need replacing.
But it can also be the float level is too high, or the needle and seat can have dirt in it and not seal.
The float level, and float drop need setting exactly, when the carb is apart. The Cub service manual shows the measurements.
Below is a listing at TM Tractor for a new needle and seat, you can look at.

Re: cub carb.
Mine leaked out the carb like that. I had the float set wrong. Set the float correctly and it stopped. I still shut off the fuel, but now when I forget i don't loose it all.
