On mine the yoke moves quite freely on the bushing.

You need the bracket to be tight on the bushing without binding the yoke. If you can't get that I'd build up the ends of the bushing or put in some shims. I'm assuming you lost about 1/8" of the bushing cutting the bolt out.

Not that much but my idea is to remove some off the fork arm so the bushing is cleared and add a washer or two so it will stay still and only the fork moves on the bushing.

Thought I went to every hardware, big chain store (Lowes/Hm-Depot etc) and local hardware or feed store around and only thing I found on 3/8th plow bolts was some I ordered from Hm Depot (25 box of 3/8 x 2" #3 head for $16.00) but I forgot and had to get some Ace paint for the implement (IH Blue-Ace Rust Stop) and just for giggles looked in there bolt section and there they were, 3/8 x 1.75" bolts and they even had square nuts and most of the carriage bolts needed for my plows. Some are wrong length (like 5/8 x 8" instead of 5/8 x 7.5") but the extra length can be cut or if clear of everything I don't see a problem having a little extra thread sticking out.
