William is that where a trip rope ties to.
1975 cub (LouAnn) serial # 245946, 1941 John Deere Model H

I thought the trip rope attached to a small flat piece with two holes... under the seat...?

Yes, the original place to tie a rope to is under the seat, and is a flat piece of metal.
Below is a listing for it at TM Tractor, with pics. :)

What year is the Cub? Was there any equipment etc. that came with it? or that had evidently been with it when the last owner had it?

1964 square nose(red) and it came with 1000 loader, fast hitch,100 rear blade, and disk (sold before I got there). From what was told to me the engine was rebuilt 5years ago and never run. The loader was off the tractor. The hood and grill were primed with the same red primer as the above part.

I thought it might be a cover/shield for a hydraulic hose. But I couldn't find anything like it in the 1000 Loader section of the parts catalog.
