Soak it good in Kroil. You may need to pull the head and gently tap it down with a hammer to break it loose. Light taps and give the Kroil time to work.

If you can't fix it with a hammer, you've got an electrical problem.

Another suggestion.
1) From the top. Remove the spark plugs. Fill the cylinder(s) with about 1/2 cup of very good solvent. Crank the engine over with the starter. This should slop solvent past the exhaust valve and on the top of the valve stem. You could use the air compressor and a blow type chuck/gun. The idea is to spray solvent on the top of the valve stem.
2) From the valve spring chamber. Spray the stuffing out of the valve stem. Be sure to get the solvent under the spring and on the valve stem.
Let set for a bit. Take a brass punch (something soft) and hammer. Gently tap on the valve spring cap (bottom to the valve spring).
Repeat the process.
If you have the hood off the tractor. Look into #3 cylinder. The edge of one of the valves is visible. If this is the stuck valve, you can use a soft punch and tap on the top of the valve.
