if you think its flooded, take the hose off and while you hit the starter,--blow air from your air tank into the carb with a blow gun and see if it helps or not. I have started a lot of old motors that way that had been sitting for a long time. --- its worth a try.

Below is a post I made with info about putting a Cub head on the engine.
It has pics of the sealing products.
You don't have to use the spray on the head gasket, but it is helpful.

You will need to drain the coolant before removing head bolts.
Below is info for setting the IH carburetor float height if you need it.
The float height is important, it should be measured and set exactly.
People on here have said their carb wouldn't work right until they set the float level exactly.
You have to remove the top from the carb to set the float height.
When removing the top half, pull the 2 halves straight apart for 4", there is a small idle tube fastened to the top half, and it sticks down into the bottom half.
If you twist the halves, it can break the tube.
Bob McCarty changed the measurements in the Cub service manual to use a dial caliper, it is easier.
The float height is 1.4",
the float drop is 1.6"
If the float is upside down it doesn't work right.
The tab on the float for the float drop faces up.

To set the float height, after removing the carb top, you have to turn it upside down, like the pic of the Zenith carb, at the lower right of the page, and measure.
To measure the float drop, turn the upper half right side up, and let the float hang down, and measure.
The gasket between the halves has to be off when measuring, for the IH carb.
Below is a listing for a new needle and seat at TM Tractor. They have carb gaskets too. You can see what it looks like in the pic.
I would clean the needle and seat when the carb is apart.
If the carb is new, you probably don't need new parts.

In reference to spark quality. I originally had a magneto on my cub and thought I had good spark and it just wouldn't start. I then placed an ignition coil on and check for spark and it started up on three cylinders while I was attempting to check spark on cylinder 1. Bottom line I learned you really gotta have a good strong spark.
