My 1948 cub when running for a few minutes will start revving up then idle way down then rev up then down, and when you throttle it down it will quit, what could cause this ?

It could be a fuel supply issue. I would remove the square headed plug in the bottom of the carb and hold a can underneath to assure that you have a sustained, steady flow. If the flow is intermittant or has visible rate changes you have a blockage in the supply from the tank. work your way back to the tank to find it. Remove the inlet line to the carb and inspect the screen to see if it is plugged. then work back to the sediment bowl. But before you do that, remove the cap from the gas tank. It could be a plugged vent in the gas cap.
If the flow from the carb drain is steady and sustained, check governor response and check for air infiltration at the carb / manifold gasket and at the manifold gasket.

Might also be a gunked up governor, or a lot of play in the governor to carb linkage. alos check that the rod going to the carb isn't dragging on the side of the block where it passes the front flange.

Also when not running there's a steady drip of gas from the carb until I shut the fuel off.

Fuel starvation problem when the engine is running and float not shutting off when the engine is not running.

My suggestion. Clean the fuel system. Clean and rebuild the carburator. Clean the air cleaner and vent tube.

Here is how I dealt with my rusty fuel tank.

I disconnected the fuel line from the outlet of the glass sediment bowl. I removed the sediment bowl. I found a 1" piece of steel brake line (it was about 3/8" ID if I remember right. I drilled out the potmetal (?) fuel inlent opening of the sediment bowl so that my brake line could be gently tapped in with a little solvent proof pipe dope. I screwed everything back together.

So there you have it - a little rust collects around the fuel tank drain - but does not climb into the drain pipe. The only downside is that I can not use my last inch of fuel.

Pretty ingenious Rick, wish I'd thought to do it when I put the new sediment bowl on last week - I had the brake line sitting right there, a nice short piece, too because I had just cut it off to make my steel fuel line!

Oh well, a project for another day.
