No, the screw outs are intended for use where the head still is attached. They do not work on those screws that have the heads twisted off. I would plan on drilling and tapping.

Sears also has a set of "needle-nosed" channel locks. I bought a set for removal of my dogleg screws, and I was very happy with them. They can get right up close to the side of a piece of metal you're trying to remove the screw from, and they can give you enough leverage to work the screw back and forth for removal. Add a good soaking of PB blaster, Seafoam, or Kroil, and you can probably make short work of removing the screws.
