Will a 3/8 NPT motorcyle fuel petcock attached to the Cub fuel tank work in lieu of the leaky sediment bowl gismo?

It will work but...The sediment bowl is there for a reason, it acts as a cleanable filter. It's important that the fuel to the carb be clean and free of any debris. If your sediment bowl it trashed then I'd replace it with a new one or one from one of the board sponsors.
There's a reason for the raised letters on the original gas caps :wink:

Is there any reason I can't use a petcock shutoff and have a in-line fuel filter between the petcock and carb?

Use of an inline filter usually indicates that you are using a rubber fuel line which is really unsafe. (As George says - they make big fires out of little ones.)
The other thing you need to remember with an inline filter is that the filter must be for a gravity feed system or it will not allow adequate fuel to get to the carb.

The best system is the sediment bowl filter with a steel fuel line.

Chances are the motorcycle petcock is metric, and your dealing with a national Pipe Thred. I would say NO , It won't work,
