Tight steering

My 49 cub has very tight steering. Its been like that since I bought it . I have change the fluid and tie rods. The tie rod was welded. Any ideas on what it might be? Thanks

You need to determine where the binding is occuring. Either the gearbox or in the tie rods / steering knuckles etc. I would disconnect the tie rods from the steering arm and (with the front end jacked up) see if each steering knuckle assembly turns easily and then turn the steering wheel to see if the steering gear assembly turns easily. You may need to loosen the castellated nut on the steering arm if it is tight enough to cause binding of the steering arm. Also check the post bushings on the steering knuckles for excessive play and look for vertical play in the steering knuckles that might cause binding.
