Help with snap rings.

Does anyone know how to get the snap rings on the govenor shaft on and off without destroying them or hurting yourself? They don't have holes for snap ring pliers and I can't seem to get them on the shaft without stretching them. Thanks.

i replaced the existing ring with two regular snap rings. fit snugly and did the job.
