voltage regulator question

Just finished putting new harness, voltage regulator and battery cables on. I know that you need to polarize the generator to the battery but when I touched one end of a wire to gen terminal of regulator and the other end of wire to the batt terminal nothing happened. Shouldn't a spark occur when wire is removed? Do I need to give power from ignition switch?
