Front Wheel Felt and Oil Seals

The shop manual states that the new felt washer and oil seal(with leather ring seal) on the front axles should be "lubricated" before installation. What lubricant do they mean, oil, bearing grease, or ??. You wouldn't want to saturate the felt washer, would you?

Any time I install a seal I put a little 30 wt oil on the seal and shaft. The felt is actually to keep dust away from the seal so oiling it shouldn't create a problem, but I don't think I would staurate it.
