PTO Engagement Woes

I'm having trouble getting the PTO to engage correctly.
Most of the time it just almost engages and make a lot of grinding noise.
If I loosen the bolt that holds the shifter rod plate, I can get a little more throw on the shifter rod and it will engage.
This usually last a couple of minutes, then it starts grinding again.
I took the PTO shaft and shifter clutch out and noticed that the end of the shifter clutch is ground out a little.
This has been done by the grinding when it dis-engages.
I also noticed that I have at least 1/4" of in/out play in the transmission spline shaft.
Is it suppose to have that much play??
I suspect that when I try to engage the PTO, the shaft is all the way in and it doesn't have enough gear for the shifter clutch to take hold of.
Also, it doesn't help that the splines are ground down a little on the end of the shifter clutch.
Any thoughts or help would be appreciated!!
