No. Sounds as if you have a stuck float, or it's improperly adjusted. I suspect a kit is needed. You'll find lots of good info from this board, plus,
if you go to the home page, you'll see a link titled "H.L. Chauvin". Lots of good gouge on carb adjustment and repair. 8)

THANKS

Use the kit from CaseIH. Most, if not all, the off-the-shelf kits have missing pieces, horrible quality, wrong instructions, or components for many applications that don't quite fit. It's well worth the extra $$ to do it right the first time.

While you're at it, check the castings for warping. They can be straightened. You may also need to clean out the fuel tank, sediment bowl and fuel line to get rid of crud.

Good luck with the repairs.

I would also have a look at this: Lurker Carl's Carb Fixes.

This series of articles will go a long way to helping you fix your carb woes. Carl is probably one of the best with the carbs I have seen. Oh, and I have seen him in action at CubFest Northeast 2004. Man knows his stuff :!: :D
