STILL
IS THERE SOMETHING ABOVE THE CARB THAT COULD BE BLOCKING FUEL TO GET TO THE PLUGS
CARB STILL IS GETTING PLENTY OF FUEL BUT WHEN I PULL PLUG
IT ISNT WET,EVEN AFTER CRANKING OVER FOR AWHILE

Nothing to keep fuel from getting from carb to engine unless an intake valve is stuck open, or exhaust is blocked keeping it from drawing air through intake. Pull the drain plug form the bottom of the carb and see if you are actually getting fuel into carb bowl. Could have a stuck float valve, or the screen behind the fuel line fitting in the carb plugged. Might also be dirt blocking metering jets in the carb. These old gas tanks have had a lot of years to accumulate dirt and rust.

You said the fuel is getting TO the carburetor. Have you checked that it is getting FROM the carburetor? There are a number of reasons why a carburetor won't deliver fuel.
For starters:
1. clogged inlet screen.
2. stuck float/needle.
3. vacuum leak.
4. stuck intake valve.
5. clogged jets.

EVEN THE TOP GASKET ON TOP OF CARB IS VERY WET WHEN I TAKE IT OFF

Compression check - even finger in plug hole to see if there is pressure/compression on all four cylinders . Ignition - see if the Cub is firing at the plugs. Carb kit or disassemble and clean to solve the flooding problem.
Is this a sudden problem or has the Cub's performance slowly been going down hill for a while?

COMPRESSION IS OVER 90 ON ALL CYLINDERS
PLENTY OF SPARK AT THE MAG

Remove the air intake hose from the carb and spray some starting fluid through the intake as you are cranking. If it starts and runs while spraying fluid, you have a carb problem.

It may be better than a comedy show but clogged carb is the most likely problem since it happened all of a sudden. Yes many electrical problems could have the same look but the most common is plugged carb.
