I went back and reread all of your previous posts and answers.
With the carburator off put the palm of your hand over the carburator intake opening in the manifold and crank the engine. See if you have suction.
Pull the spark plugs and spray a little gasoline in each cylinder. Replace plugs and try starting the engine.
Ignition timing. Is the magneto timed to the engine and are the plug wires in the proper sequence? Is the impulse coupling in the magneto working? You should hear a click when cranking the engine.
Off the wall. Vacuum cleaner on exhaust - hose to carburater opening in manifold. Pull the spark plugs. Rotate engine - check for air comming out of the spark plug holes and exhaust pipe.

Been thinking about your problem. You have fuel dripping out of the carb. That Cub should fire, pop, sputter, something, even if the carburator is not adjusted correctly. I think you have one or two problems.
1) If the magneto impulse is not working, you probably will not be able to start the engine by hand or with the starter. You won't be able to crank the engine fast enough. You might try pulling the tractor to get the engine over 250 -300 RPM. If the engine starts - magneto impulse problem.
2) Part of the inside of the manifold is broken out/cracked. That's from experience with a WC Allis that had sat outside for years.
