External relief valve/line on touch control?

Anyone familiar with the touch control systems that had the "external" relief valve/line on the side of the touch control block? When were these done and are they unusual? Friend of mine has a Cub so-equipped. It's the only one I've ever seen and wondered how unusual it is.
