No, it isn't homemade. That is the Cub 152 Disk Plow that is made to mount on a Cub with Fast Hitch. In the photo it is laying upside down.

Probaly an aftermarket unit made for cub. My late neighbor had one simular to it. It had farmall cub stenciled on the frame, and he thought it was IH. I told him it wasn't, but could not show him pix of a real one.
