Thanks, RedNed,
Here's the note I sent to the seller.
"Knock it off with offering stolen material!!! You have no permission to use the pictures of my tractors or others. Our work wasn't intended to create a dishonest profit item for you."

I wonder what else is in there. Does it show 22 or 23 pages? Maybe I could run another item "IH Cub FAQ, no binder, A Must For All Farmall Owner" and in the description say "GET THE REVISED EDITION" and list the URL.
By the way, the front page of ATIS does carry a copyright mark although this specific page doesn't.

I just sent him the following inquiry.
Unless I am in error, I believe you are selling copyrighted material tha was downloaded from the ATIS.net website. do you have the permission of Spencer Yost to use this material, or of the owners of the tracotr shown in it?

He did apologize to me. His story is that he got this binder full of stuff along with a big purchase of other manuals. He got the whole pile for resale and didn't realize he was crossing a line with this one. He sells quite a bit on eBay. I looked at all his other current items and the last 2 weeks worth of completed sales. He did have a number of original used manuals listed, but nothing else that I thought was out of line.
Under the circumstances, I think it is appropriate to accept his apology and explanation at face value.
