If I was assembling one of them, I'd probably just use bolts. However, steel/steel pop rivets are available. It wouldn't be cost effective to buy a box of 500 just for 2 pulleys.

My bearings arrived yesterday and I have the belt idler pulleys reassembled. I was fortunate to have a can full of old aircraft nuts & bolts from a former aircraft maintenance neighbor. I had just the right size, along with corresponding lock nuts.

aluminum rivets will last a long long time. until those bearings wear out.
