Generator and starter armature covering

What is the material that covers the armature opening on the starter and the generator? It looks and feels like some sort of paper. When I remove the metal band, the "paper" usually breaks up. Is this something I can buy or should I just cut up my Cheerio-s box when it is empty?

it just helps things stay dry and the dirt out, masking tape/duct tape works fine

I do not know if it really needed to be, but the original is fire retardant.

If you happen to know someone that works in a telephone switching office, they use a similar material as an insulator under their cable racks and waterfalls (where cable turns and goes downward).
