That's a loaded question! They may or may not be loaded with liquid. That depends on the previous owner.

Loaded= calcium chloride (salt water), anti-freeze, beet juice, or any other appropriate non freezing liquid.

When I got my Cub, the rear tires were loaded with Calcium Chloride... and it had evidently leaked as my rims were quite rusty from it. I took them down to Les Schwab and they drained them and put in new tubes. I refinished the rims and have been quite satisfied. So far, with everything I've used my tractor for, I haven't missed the loaded tires. I do have a set of rear wheel weights but haven't had a need to bolt them on (yet).

You aren't as "alone" as you think. Take a look at the member map. Cub fans are everywhere! You'll probably find a few pins nearby.
