can't control engine speed-1949 Cub

Last fall out of the blue the engine speed ran out of control. This spring I took the governor off and cleaned it so the weights move freely. After reassembly the problem still exists. Can the throttle spring be the culprit? It's driving me and my mechanic crazy, lawn is getting long. The unit is a 1949 so it might be waiting for social security.

First thing to check is that the throttle and choke rods/controls are connected to the correct carburetor control.

Mixed up than the choke controls the throttle - set at full engine rpms.

G'day to you and welcome to the forum. Sorry that you are having problems with the governor. Suggest that if you haven't already, spray all the connections in the governor linkages with a good penetrating oil, let sit a while, spray again, let sit - then try to move the linkages. Keep doing it until the linkages are free and move easily. Hopefully this will help.
