That looks like a burnisher .. which is used to put a hook on a scraper, deburr and a host of other uses such as punching holes in things like coraplex sign boards
I have 3 or 4 different styles.

After I get through with a piece of cardboard, the recycler won't take it, lol!

I have had it for years and I do not remember where it came from. Perhaps my father's aircraft tool box. High carbon steel, file hard, great for deburring.
That's why they call it a deburring knife. Have one in my tool box at work and use it almost every day. I'm a machinist by trade.

Made a more robust painting stand for bolts. Works for many bolts of different sizes.
