The Next Step...Painting

Thanks to everybody's help here on the forum I think I can finally start in on the task of painting. Right now the engine has some oil on it. The metel is a semi red-rusty color right now. There is plenty of rust on it. Should I start by pressure washing the whole thing and then start sanding? Should I use sand paper?
