Up in the north eastern US, and at the start of winter that plow and mounting hardware will go $350 maybe as high as $400. In the summer it'll sell from $250 - $300.
Snow is a motivator which will add value to that "snowplow". If you are in an area that doesn't see that much snow and it's seen as a "grader blade" the demand may not be as great.
I would think no less than $250 then.

That's a pretty significant request. You are asking for someone to:

1. Figure out what parts these numbers refer to.
2. Locate those parts.
3. Take measurements.
4. Provide a measured drawing so you may fabricate these parts.

It will take someone a very long time and a lot of effort to perform this task.
