Here is a link to a "How to" that Redfin did: viewtopic.php?f=147&t=44710
If they are broken on the right side, you will probably need either a drill bit extender or 6" aircraft bit to get past the casting where the steering shaft enters the steering box. Those holes can also be helicoiled if something doesn't work out quite right. I usually wrap a piece of tape around the drill bit to avoid drilling too deep. There is usually a space between the end of the screw and the casting. You will probably feel the bit "fall through" into the void too.

Re: bolt repair on bottom of dog legs
Do you mean the #10-24 machine screws, two each at the sides of the bottom of the radiator? Heating them with a small tip of an Oxy/acetylene torch and letting them cool before removal attempts often helps. If yours are broken, there are no "easy' fixes" My technique is to weld a "handle" to the side of a 1/4" washer to enable holding the washer over the broken stub and then MIG weld the stub to the washer. When cool, the "handle" is used to turn the broken screw slightly. Then the handle interferes and must be removed to turn further. Never has this technique failed for me.
Others use different methods.

Re: bolt repair on bottom of dog legs
If done very carefully, the old #10 screw can be drilled first with a small drill bit then in increasing bit sizes until almost the size of the replacement screw. Once the final drill size is used, then tap with a #10-24 screw tap to clean the threads/remove the final bits of metal. Caution: If you break the tap on the last step, you have just added to greatly to the problem so go very slowly, with plenty of tap lube and remove it frequently to clean out the hole.
EDIT: I wrote the above info before reading the link at the top of this post. That "how to" says it much better than I did.

Re: bolt repair on bottom of dog legs
It is also fairly easy to drill and tap for 1/4 inch if hole is damaged, and cheaper than Helicoils.
If you are not part of the solution,
you are part of the problem!!!
