I knew it was close but I took the hood off to deal with rust in the gas tank and noticed it is actually rubbing. This is an early '64 12volt model.
It appears to have enough clearance until the throttle lever is moved to full throttle i.e last tooth on the quadrant.
What I have come up with is the hole in the other spring lever on the rockshaft is so wallowed out that by the time it gets to full throttle the arm is rubbing.
If I repair/replace the rockshaft spring lever it will get to full throttle before it rubs. Does that sound feasible/correct? I do have a new arm in stock to put on instead of just repairing the hole. It just looks like I need to remove the governor, knock out a small (roll?) pin and put the new arm on. Is that all there is to replacing the rockshaft spring lever? Anybody replace instead of repair?
I'm also curious why a P.O. would have drilled a hole lower on the lever and then put a nut/bolt. Trying to mimic the later style "short" lever maybe to make up for wear issues?
I'm wondering if the pulley/governor clearance issue has something to do with a mix of parts(old style vs. new style)? Just looked at my '76 Cub and it has a lot more clearance in this area.

Is the spacer in place that goes on the fan shaft on the fan side of the mounting fork?

John - I'm not sure. There is about an 1/8" space between the nut and the back of the pulley. Could be a spacer or a shoulder on the pulley. I've never had this one(or any others off) so I'm not familiar with the spacer. How thick is the spacer supposed to be? It also has about a 1/2" clearance between the fan blade and the metal overflow tube in front. I looked at my '76 and everything between the fork and the back of the pulley looks similar.

You also have a belt alignment problem. Not sure of the cause. Bottom photo, left pulley is deformed.
Loosen the generator. Then reset the fan so that it's not tipped and it's belt lines up correctly. Then you can tighten the generator belt.

I thing Eugene has it figured out. TST is on it too. It appears the fan shaft is tilted causing a clearance problem (3rd pic). Hopefully the fan shaft and belt just need aligned and adjusted and is not worn out.

Here is a picture of the spacer (thick washer I was referring to.
However, after looking at Scrivet's cub which is waiting on clutch parts, as well as my 3, one of which has the later governor as your does I believe your problem is the fan belt (crankshaft pulley to fan) is to short positioning the belt too low. I think if you put a correct/longer belt on the fan to crank pulley you will solve the problem. , Along with checking the bushings and mount of the fan to verify it's alignment.

The upper generator tensioning bracket is at it's full length. The belt appears to be loose on the generator pulley.
I think you have the wrong belt. I think the belt needs to be shorter, which would swing the generator inward, more toward the center line of the tractor.

The fan assembly is fine. No play or signs of excessive wear. It does have the correct 251428R1 fan belt. The fan shaft is not tilted as it just may be the pic which gives that impression.
I think Eugene sent me down the right path. The alignment is off. Along with the upper generator tensioning bracket being at it's full length but the belt was not loose.
Looked at the generator pulley closely and it appears to be the wrong pulley on the generator!! It is the correct 1100 401 12v generator for the '64. It does not appear to be the correct 364907R1 pulley for the 12v generator called out in the parts book. Here is a pic from TM's website. http://www.tmtractor.com/tm-tractor/gel/genpulley2_001.htm
The pulley currently installed has a a longer shoulder pushing it out and away from the generator fan blades. This In turn causes a misalignment with the hub assembly. The fan belt sits way up in the groove so I think the groove is too small also. The pulley diameter must be off too which causes the upper tensioning bracket to be at full adjustment. I think the pulley is just plain wrong on all accounts. Why someone did this is beyond me!
Once I move the generator off the maximum adjustment, clearance looks more correct between the belt and the governor. So.......the wrong generator pulley causing the problem??

I do not think I have ever seen the spacer behind the pulley with a set s crew in it, so that and the pulley may be bogus also
