Speed control lever

When I try and move the speed control lever it is very hard to move when I try and move it back past half throttle it jumps forward.
I'm thinking it must be supposed to move freer than what it does? Any suggestions would be appreciated!

check the arm on the governor, sounds like it could be seizing up, it needs to be oiled if it does not move freely

If it's the part Tim suggested, treat it delicately. It's brittle cast iron. Gentle taps, to get it moving.
