Scout: I had the exact same problem with my carb on my 49 Cub. The tractor tried to start even with the carb flooding out. It leaked out the bottom just like you described. It looked like a stream coming out of the bottom of the carb. My friend Matt is rebuilding mine, as with my work schedual and new property I picked I don't have the time to do it myself plus he can rebuild any carb on anything. With the points open (not grounded), the light should burn, with the points closed (grounded) the light should not burn. With the addition of more information about you problem, it sound like you have another problem that has nothing to do with the carb. If the carb only leaks when there is a no start situation, then you may have an electrical problem. Follow the advice that some of the other members have given you first. Check for spark at the plugs before you take the carb apart.

Mine did that for quite some time. It turned out to be the spark plugs. Because it wouldn't start it would poor gas out the carb. I put new plugs in and starts in the cold every time with no problem. Also check that there is a good spark form the mag if it is a mag.

Choke arm is good, points are clean and so are the spark plugs (removed, cleaned a little carbon residue). No moisture inside the distributor cap. For good measure, I charged up the 6 volt battery too.
First I tried starting the tractor before opening the fuel valve as Denny Clayton suggested - no dice.
I opened the fuel value a bit, full choke and my cub fired up and started with the first try......and chugged along for about 10 seconds, then slowly sputtered out - but as it was running, I noticed some dark condensate (verified it is water), leak out near the base of the smoke stack.
Fuel leaked as before.
Its been cold here in the North East (teens at night, mid to high 30's today), so I suspect condensate is to be expected.
