It looks like L-38 disk, look at TM's web site they have a section where you can see how this disk hooks up to a Cub.

Looks complete to me, except perhaps the latch for the lifting chains. Ask to see the tractor if came off, it may still be on the drawbar.

It seems complete except I didn't see the T bracket that bolts to the rockshaft and maybe a length of chain. The two lengths of angle and that assembly seem to be upside down.
