What stop the Fertilizer from going around the agitator and dropping on out?
Am I missing something?

I have just restored the same hopper for the 101A. It looks to me that your rotating wheel is too small - perhaps rusted away. The photo I posted below is not the best angle but you can see my gate is totally touching the agitator. With the gate open and in use, unless the agitator is turning - fertilizer does not drop. When I next disassemble for cleaning, I will get better photos.

7 or 14 point I feel the thickness is the same. Unless a tooth is stopped directly under and just to the left of the gate - the clearance when not turning is the same IMHO. Because the actual drop-zone for the fertilizer is ~30 degrees from the gate and the gap, only small amount of product falls through when you don't want it to.

Hit a stone it will shake whats behind the gate out. It will not flow w/o the agitator turning with either wheel.

I am probably just over thinking it. The 14 point agitator wheel is much small in diameter then the seven.
I don't see that as the issue in my mind.
There is an open path (no matter what star agitator is used) to the drop tube. Maybe the Fertilizer doesn't run out as easy as I am thinking?
