The leveling and depth levers should allow your hitch to drop down to about 6 -8" off the ground. That is much lower than a car/truck bumper.

Not quite sure what you meant about welding to the bottom of it, but I bought a fast hitch that had a welded flat piece with a hole in it to accommodate a ball…..Needless to say I had to cut it off to be of use as a fast hitch as the implements would not go in as the bar was in the way…Just my 2 cents of something be aware of….And Welcome to the forum... :D Dave

Bill, that was a Good buy for $3. It looks like the IH part, if someone made it, they copied the IH one really well. My IH one has no part number on it that I have ever seen. :)

Yes, TM Tractor had them made by their fabricator when they were still in New York.
