Most old cars I've seen with this intake tap were for either a wolf whistle (serious bling back in the day) or an "open 'er up to lean the mixture so she'll really fly (and burn the valves). A wolf whistle may be fun on a parade. http://www.snydersantiqueauto.com/wolf-whistle

On older cars, the windshield wipers tapped into the intake vacuum.
