Hi,
Look and see if the governor spring has broken. It is number 7 in the parts book page below. It is right by the governor housing when assembled.
I had one break in the past on another Cub, and you could move the throttle lever to any position, and all it would do was run at idle speed. :)

Glen, the spring is intact. I can feel movement in that area but cannot see. I have soaked the area with penetrate most of day and it moves freer but RPM do not change.

Does the governor spring lever part #11 move freely on the shaft part # 12? If not, soak it with your favorite pentrant solution and tap it lightly (this part is cast and easily broken). Work it until it until it moves freely. It must move without restriction and binding at all before the governor will function as it should. Stan

Where the connecting rod clevis(#3) connects to rod arm I have 1" movement on rod arm(#30) while disconnected. That is all the carb movement is as well. I noticed also this morning that when running, the rod arm (clevis) is hard forward, toward the radiator. This can't be normal operation can it? Engine is running fast but not running away like this. It's right at mowing RPM I'd guess.

After looking further It became clear the governor is working trying to idle engine down. Now I have to figure out where the adjustment needs to be.......carburetor rod or something inside the carburetor. :headbang

Narrowed the problem down to the carb. Not sure where to go next though. I can shut the idle adjustment closed and the engine continues to run fast. I guess tomorrow will find me pulling the carb apart and having a look. I don't really understand how the carb works so I will be like the blind leading the blind. At least the governor is ruled out as problematic, for now anyway. :lost:

When you take the carb apart, pull the two sections straight, no twisting or lateral motion or you will probably break the Idle jet. It's screwed into the top half and extends down into the bowl. Stan

Took the carb apart but do not see anything wrong. Could the idle adjustment screw be bad letting fuel pour through? I don't see anything else on a drawing that would cause the engine to run at high RPM. The screw tip looks okay to me.

Problem solved. Throttle body shaft and plate at adjusting screw was binding slightly. Removed carb and freed it up. Working well now but adjustments need a little more work. Now to start making preparations to change a tire and rim that has a wheel weight installed.
