Surging at high RPMs

When I have the engine speed control all the way forward (high rpms) the engine surges like it is getting starved of fuel. If I back it off a bit and lower the rpms it runs fine.
Any ideas?

First thought. Minor adjustment in the linkage going from the carburetor to the governor arm.

Also check for wear in the linkage between the carb and the governor. Sometimes "slop" due to wear will make the governor irratic. Stan

While you're at it, make sure the linkage is not touching or rubbing against, or have crud built up and touching the engine block. I've seen this on many cubs, and it causes the exact condition you're describing.
