One of my drawbar mounting holes is in need of a heli-coil or threaded metal insert. Do I have to remove the final drive or can it be done without removing. I know it would be an easier task removed, but would like to avoid if possible.

It can be done on the tractor, just be careful drilling that you maintain the proper hole location and be careful not to drill through the housing as those are blind holes. Earl made a drilling fixture, to insure proper location. You might see if someone has one you can use.

Using the SEARCH box (upper right on screen), I found several references to helicoiling a final drive. Some spoke about doing it on and/or off the tractor.

Another great adventure with the Cub today.
The PO had used a threaded rod and a nut to attach the drawbar plate to final drive pad. Over time, the treads in the pad "wollered-out" which allowed the treaded rod to move and the movement bradded the end of threaded rod such that it would not come out of the hole. We cut the rod off flush with the pad and tried to drill out the rod, but were not successful. As a last resort, we used a cutting torch to burn out what remained of the treaded rod in the hole. Took a couple of hours to do all of this and about 5 minutes to tap the hole and insert the Heli-coil. Did all of this with final still on tractor. Just hope the cutting torch didn't heat up the final to the point of any damage.
Now on to replacing Touch Control valve O-ring. I researched the forum and found a thread that indicated this can be done with hydraulic block on tractor. But, if anybody has some words of wisdom on doing this job please share with me. I ordered a control valve O-ring from TM Tractor as suggested on this forum.
I think I'm beginning to see some light at the end of the tunnel or wait, it may be a train.

I'd suggest removing the unit. You have to remove the hood/tank anyway. Besides, if the o-ring(s) needs replacing, how will you inspect the other parts that may need replacing? Pulling the unit to the bench is the only way to get the bottom off, open it up and get to all the pieces/parts that may be worn.
