Moving Governor A Tooth

So after a long analysis it appears the governor is off by a tooth. The lugs for the mag are at 1 & 7 instead of 2 & 8 on #1 compression TDC. I read some other posts that said the governor can be moved a tooth to get things back to being correct.

Can someone describe how this is to be done? I hate to just start into it blind.

You can actually scoot it out just enough to change it by one tooth without having to totally remove it. It is very hard to see the marking by barely scooting out but it can be done.
