Governor Keyway Slop Fix

I've read a couple different ways on the site to fix the slop.
1) j b weld method
2) hole drill and cotter pin method

For those who have done this many times, which is preferred? I'm just a little concerned about getting the shaft back out if need be.

JB Weld. If you need to take it apart, heat it with a torch. A propane torch should do it.

Forgot something. According to the manual the throttle should be at full advance to begin the adjustment process. There are still 2 teeth of throttle left and that's as far as it will go. Problem? Normal? Fix?

Hi,
The Cubs I have seen do not use all the notches in the throttle quadrant. There are usually 2 or so notches at the high and low end that are unused.
It might vary by age, they changed the length of the arm at the governor end of the throttle rod at sometime. Not sure if that made a difference. :)
