Checking a mag on a 48

The head is off and am turning the engine over with just the fan by hand. The mag snaps only when 1 and 4 pistons are at the top of the compression stroke. Why can I hear the mag snap on 2 and 3 compression stroke. The mag is not producing any spark which is another issue.

The mag has 2 pawls and springs, one will trip for 1 & 4, and the other on 3 & 2. I suspect one of them is stuck or the return spring broken.
