yes did that and oil is blowing out with it running

Whoever told you it doesn't need boring, I would refrain from letting them tell you anything else or touch it.

sounds like it did not have much of a rebuild or was done poorly with those compression #s, sounds like it would need to come apart, inspected and measured to see what the problem is, has all the symptoms of a worn out engine that probably should have been bored
