As I've often had to tell customers, "The only way to get a 1" dimension on a 1" pipe is to cut a piece 1" long!"

1" NPT pipe is measured from the inside diameter Its actually is 1.049" Copper tubing is measured on the outside dimension. Im not sure about PVC how its measured

Yep, but actually, 1" pipe (all pipe) is measured by Outside Diameter; only at 14" and above does the nominal size become the actual OD.
1" pipe was traditionally 1-5/16 OD - they've truncated the decimal to list it as 1.315, but that's why. Yes, Schedule 40 1" pipe has an ID of 1.049, but schedules 5, 10, and 20 (if you can find 20!) have larger IDs than that. Schedules 80, 160, etc, have smaller IDs - the ID of sch 80 1" pipe is just UNDER 1 inch!
PVC Pipe is essentially the same, PVC tube is not.
