It is a BREATHER tube from the block, up to the air cleaner. It is often blocked with "grunge" which leaves the oil filler as the sole "breather". You can remove it and clean (with some difficulty!) with solvent and wire. It is my understanding that later models did not have them.

I have a 48 FCUB and also noted that later models did not use them. During my engine overhaul I had a clearance issue/inconvenience so did not re-install the tube that had been on the engine.

Not only the tube, but the fitting on the block is frequently plugged with gunk.
If you are not part of the solution,
you are part of the problem!!!

Pretty sure the 65 had it too. Not too big a deal to just replace it with copper tubing....was way easier to get a clear tube for me...
