I think that is a hand lift rock shaft and the extra tang is for the spring assist

The drill planter was to heavy for the weak Cub lift. So the tang is for a helper spring. Someone posted last week that they had never seen one. Me either but here is a picture. You could even use the helper spring on a regular rockshaft without the tang.
