This Farmall Super A has a hook on the outside of the left fender. Looks factory. What is it for?

I have never seen a hook on the outside of the fender on an A. A picture of it would help a lot.

The super A's did not have a hook on the fender. It was most likly put on there for a slow moving sign or to hang the rope for a disk.
