Will not fire, coil is good, points have been clean and look good. Getting 12volts to coil. when i check with a volt meter I'm getting 12 volts even when i check from the neg side of coil to the ground side of the distributor, do not know if thats normal, any help would be appreciated.

At the distributor side of the coil you should get 12 volts when points are open and 0 volts when the points are closed (they provide the ground for the coil). You should see the meter going back and forth as the engine cranks over. If it is 12 volts all the time, you need to check wiring and points. some points have a clear coating that must be removed before using.
