Farmall A Starter

Okay all. It's been while but with work going into overdrive, setting up for retirement, selling the house, moving, locking down my next career, looking for a new house and the 1 year old boy I keep chasing around, needless to say--I've been a bit busy.
I've gotten the starter apart and have been working on it with my Dad in what little spare time we each have. It finally cranks over at a healthy fast speed but it's not moving forward or backwards on its own. Is there a reason I'm not understanding as to why this is? The bendix isnt stuck. Is there a solenoid somewhere that controls this?
I'm over my head on this starter and we have put about 6 hours into rebuilding this thing (it was a total disaster when we took it apart). Wondering if itd be easier to sell this as a rebuildable unit and buy a reman. Id hate to go that route but I'm getting a little frustrated.
