Yes, it could be in the carb. All the mixtures and mechanical adjustments need to be right first. Once they are all OK, you need to turn the bumper spring in just enough to eliminate surging.

Even more important than the adjustments in the carburetor is the adjustment of the linkage from the governor to the carb. Adjustment procedure is the same as for a Cub, which can be seen in the picture havoc1482 posted.

The most likely scenario is that the carb to governor linkage will need to be readjusted after removing the carb. Wait until your service manual arrives and look up the procedure.

adjusting the carb to governor linkage is simple. disconnect the linkage at the gov arm. set the governor control to high idle. hold the carb in the wide open position (all the way back) and adjust until the pin slides in and out of the linkage freely. done!

oh, and make sure the linkage does not rub on the block.... or you will scratch your head for a while figuring it out!

There is a lot of play in governer linkage on carb side. Forward and back motion. Also some up and down. Is this normal?

if you are talking about rotational play - it is normal with the engine off and the speed advance lever in the idle position.

if you have play in the shaft going up and down and front to back it indicates a worn bushing in the governor (item 15 in the parts diagram above) - a very common issue in these tractors. it needs to be addressed

Got my manual in and tried adjusting governer. To no success. Finally pulled carb back off and adj float. Seems to be running good now. Next project is steering and hyd leaks
