Installing steering worm shaft

In one of my manuals when describing overhauling the steering gear it advises to use a tin sleeve or shim stock when installing the worm shaft so as not to damage the seals. I don't know what this means exactly. I am assuming it means to cover the worm gear spiral teeth with rolled up metal sheeting? Wouldn't using another layer of metal increase the diameter and possible damage or stretch the seals?

Original seals were leather. Shim stock could possibly do more harm than good with modern seals.
