On a super A. If I have say a blade on the front and a fast hitch on the back, with the Touch Control can I have the Blade Raised while the fast hitch is lowered?

For something like a blade, yes. Some implements need both--a plow for example need the left lever to raise/lower the fast hitch, and the right one to raise/lower the front of the fast hitch to control plow depth.
